CAIRO, Egypt - Palestinian President Yasser Arafat arrived in Cairo Thursday for talks with Egypt's President Hosni Mubarak on a U.S. peace proposal which Israeli has conditionally accepted, airport sources said. The two leaders, who regularly consult on Middle East peace, will discuss Palestinian concerns about key elements of President Clinton's plan for resolving crucial issues, such as Jerusalem, Jewish settlements and Palestinian refugees, presidential sources said.
